In the poorest county of the state of Virginia, the people of Bayview seem to face a never-ending struggle with water pollution, economic depression and the threat of displacement. When the state begins to move toward building a maximum security prison in their backyard, the people are galvanized into action. Forming a non-profit organization, Bayview Citizen’s for Social Justice, the community forges new partnerships—defying class and racial divides—and sets about to improve their situation.
